Indonesia has implemented visa policies for foreign visitors. Currently, visa-free facilities (BVK) are granted to only 10 ASEAN member countries, while Visa on Arrival (VoA) is provided to 92 countries. However, due to the COVID-19 pandemic, BVK is no longer valid, and the VoA countries are regulated by Circular Letter from the Director General of Immigration.

To adapt, starting from 2021, foreign nationals can enter Indonesia with VoA instead of the visa-free visit policy. The government has been gradually adding more countries to the VoA list, and in 2023, six countries have been included.

The visa policies aim to ensure reciprocity, provide benefits to Indonesia, and consider security aspects. The Minister of Law and Human Rights has approved the decision to restrict Visa on Arrival, as it impacts various aspects of national life, including public order and disease transmission.

Despite the changes in visa policies, the number of foreign nationals entering Indonesia has been gradually increasing. In 2019, before the pandemic, I Gusti Ngurah Rai International Airport received an average of 16,268 foreign visitors per day, while Soekarno-Hatta International Airport received 5,945 per day. In 2023, with the new policies, the daily average has reached 12,917 and 5,057 visitors respectively.

The government is working to ensure a smooth transition from the old regulations to the new visa requirements. Silmy, the Director General of Immigration, emphasizes that the influx of foreign nationals is returning to normal, demonstrating a positive trend even without the visa-free visit policy.
