Article 17 also requires PKP to be rounded down to the nearest full thousand rupiah before applying the rates.

How Indonesia’s Progressive Tax Brackets Work

Indonesia uses marginal rates. If your PKP enters a higher bracket, the higher percentage applies only to the slice inside that bracket. Income in the lower layers keeps the lower rates.

Example: IDR 300 Million of Taxable Income

Assume a resident individual has IDR 300 million of annual PKP. The tax before credits and withholding is calculated in three layers.

Layer

Calculation

Tax

First IDR 60 million

IDR 60 million x 5%

IDR 3 million

Next IDR 190 million

IDR 190 million x 15%

IDR 28.5 million

Remaining IDR 50 million

IDR 50 million x 25%

IDR 12.5 million

Total

IDR 44 million

The taxpayer’s marginal rate is 25%, because the last slice of PKP falls in the 25% bracket. The effective tax rate on IDR 300 million of PKP is about 14.67%, because IDR 44 million divided by IDR 300 million equals 14.67%.

Example: IDR 6 Billion of Taxable Income

The same method applies above the highest threshold. For IDR 6 billion of PKP, the first IDR 5 billion produces IDR 1.444 billion of tax. Only the remaining IDR 1 billion is taxed at 35%, adding IDR 350 million.

Total tax before credits and withholding is IDR 1.794 billion. That is an effective rate of 29.9% on PKP, even though the taxpayer’s marginal rate is 35%.

Taxable Income Comes Before the Tax Bracket

Indonesia’s Tax Bracket System (source:pexels)

The bracket table does not start with gross salary. DJP’s individual income tax guidance first separates income in the ordinary annual calculation from non-taxable income and income already subject to final income tax. You then determine annual net income, deduct the applicable PTKP, and arrive at PKP.

For a standard resident individual calculation, the sequence is:

Identify income included in the ordinary annual income tax calculation.

Determine annual net income under the applicable tax rules.

Subtract the relevant PTKP.

Round PKP down to the nearest full thousand rupiah.

Apply the Article 17 progressive layers.

Reduce the annual tax due by eligible tax credits and withholding.

Current PTKP Amounts

DJP guidance lists the PTKP amounts below. After the IDR 54 million individual PTKP, PKP is IDR 100 million.

The first IDR 60 million is taxed at 5%, producing IDR 3 million. The remaining IDR 40 million is taxed at 15%, producing IDR 6 million. Annual tax before credits and withholding is IDR 9 million.

Notes From InvestinAsia Consultants

For a practical review, start by labeling each number as gross pay, net income, or PKP. Apply the tax bracket only after you have identified the correct tax base and PTKP position.

How PPh 21 TER Relates to the Annual Tax Brackets

A monthly payslip can show a withholding percentage that does not look like the 5% to 35% table. The annual brackets still matter.

Government Regulation No. 58 of 2023 and Ministry of Finance Regulation No. 168 of 2023 govern the PPh 21 effective-rate mechanism. For permanent employees, the employer uses the monthly average effective rate, known as TER, in tax periods other than the final tax period. In the final tax period, the employer uses the annual progressive rates and reconciles the earlier withholding.

If you manage foreign employee payroll, see our Indonesia payroll taxes for foreign employees guide for the employer-side workflow. Keeping the payroll calculation separate from the annual bracket table helps avoid treating a monthly TER percentage as the employee’s annual marginal rate.

Which Tax Rule Applies to Foreigners in Indonesia?

Nationality does not decide the tax bracket. Under DJP Regulation PER-23/PJ/2025, an Indonesian or foreign individual can qualify as a resident tax subject by living in Indonesia, being present for more than 183 days within a 12-month period, or being present during a tax year with an intention to reside in Indonesia.

The 183-day count is one route, not a waiting period. PER-23/PJ/2025 says evidence of an intention to reside can include a KITAP, certain VITAS or ITAS permits valid for more than 183 days, a work or business agreement lasting more than 183 days, or other residence evidence.

Situation

Main Income Tax Treatment

What to Check

Resident individual

Annual Article 17 rates of 5% to 35% on PKP

Taxable income, PTKP, credits, and annual filing position

Resident permanent employee

PPh 21, with monthly TER and final-period reconciliation using annual progressive rates

Residency, PTKP status, payroll records, and withholding certificates

Nonresident individual receiving covered Indonesian-source income

For covered work, service, or activity income, PPh 26 can apply at 20% of gross income, unless an applicable tax treaty changes the result

Income type, treaty eligibility, and supporting documentation

Indonesian company, including PT PMA

Corporate income tax rules, not the resident individual bracket table

Corporate taxable profit and company-specific tax obligations

For tax registration, the distinction between personal and company identifiers also matters. Our NPWP Indonesia guide explains how individual and company tax records differ under the current 16-digit framework.

For nonresident work, service, or activity income covered by PPh 26, Ministry of Finance Regulation No. 168 of 2023 uses a 20% rate on gross income or the applicable tax treaty rate. See our Indonesia tax treaty guide for treaty-specific context.

Resident status can also affect the scope of income that enters the Indonesian tax analysis. The bracket table alone does not decide whether a specific foreign-source item is taxable in Indonesia, exempt, eligible for special treatment, or relieved under a treaty. That requires a separate review of the income type and the taxpayer’s facts.

Notes From InvestinAsia Consultants

For a foreign employee, establish tax residency before choosing the rate method. Keep arrival dates, immigration documents, employment dates, and payroll records consistent so the tax calculation starts from the same underlying facts.

When the Standard Tax Brackets Do Not Apply

The five Article 17 brackets are central to resident individual annual income tax, but they do not govern every payment or every taxpayer.

Nonresident income: PPh 26 can apply to covered Indonesian-source income, and an applicable treaty can change the domestic treatment.

Income subject to final tax: Certain categories of income use separate final-tax rules instead of being added to ordinary annual PKP.

Corporate income: A PT or PT PMA uses corporate income tax rules. If you need the company-side rate, see our 2026 corporate income tax guide for PT PMA owners.

A founder can receive salary or other personal income while also owning a company. Do not apply the personal bracket table to the company’s taxable profit just because the same person owns or manages the company.

How to Estimate Your Indonesia Personal Income Tax

For a first-pass estimate, work through the calculation in the same order the tax rules use:

Confirm whether you are an Indonesian resident or nonresident taxpayer for the period.

Separate income subject to the ordinary annual calculation from income with other tax treatment.

Determine annual net income and the applicable PTKP.

Calculate PKP and round it down to the nearest full thousand rupiah.

Apply each Article 17 layer progressively.

Compare the annual result with PPh 21 or other eligible tax credits already withheld or paid.

Review cross-border income and treaty questions separately when they apply.

If your residency status, payroll withholding, PKP, or tax credits do not line up, the bracket table alone will not resolve the mismatch.
