The project needs a site-specific technical and financial assessment.<\/p>\n<h2>How Biodiesel Fits into Indonesia&#8217;s Bioenergy Market<\/h2>\n<p>Biodiesel belongs to Indonesia&#8217;s broader bioenergy economy, but its market should not be mixed into the electricity capacity figures used earlier in this article.<\/p>\n<p>ESDM reported that domestic biodiesel utilization reached 14.2 million kiloliters from January through December 2025, when Indonesia implemented B40.<\/p>\n<p>In 2026, the government moved to B50 for the second half of the year. The B50 program was launched on July 9, 2026. B50 denotes a blend containing 50% biodiesel and 50% petroleum diesel.<\/p>\n<p>Those developments matter to companies evaluating biofuel production, processing equipment, testing, storage, and other eligible activities in the liquid-fuel supply chain.<\/p>\n<p>They do not establish a guaranteed market for a new producer. BPS clarified in April 2026 that an unchanged business activity may be handled through system conversion, while a substantive change to the business purpose or scope may require an update through OSS and AHU.<\/p>\n<h3>Company Registration Is Not a Power Plant License<\/h3>\n<p>Government Regulation No. 28 of 2025 governs the risk-based business licensing framework and replaced Government Regulation No. 5 of 2021.<\/p>\n<p>For a proposed bioenergy facility, the required approvals depend on its business classification, location, production process, operating model, and risk level.<\/p>\n<p>Depending on the project, the review may need to cover business registration, spatial conformity, environmental requirements, industrial permissions, and applicable electricity-sector approvals.<\/p>\n<p>A PT PMA&#8217;s registration documents and NIB should not be presented as automatic authorization to construct and operate every type of energy facility.<\/p>\n<h2>How Much Capital Does a Bioenergy PT PMA Need?<\/h2>\n<p>Three numbers often get mixed together during early project discussions: the company&#8217;s paid-up capital, the minimum investment value under the PMA rules, and the amount needed to build the proposed business.<\/p>\n<p>They answer different questions.<\/p>\n<p>Minister of Investment and Downstreaming\/Head of BKPM Regulation No. 5 of 2025 provides a general minimum issued and paid-up capital requirement of IDR 2.5 billion per PT PMA, unless other applicable legislation provides otherwise.<\/p>\n<p>It separately provides a general minimum total investment value of more than IDR 10 billion, excluding land and buildings, per five-digit KBLI business activity per project location.
