KITAS is the card-based version of Indonesia’s limited stay permit. The permit itself is formally called ITAS (Izin Tinggal Terbatas). KITAS refers to the physical or digital card. In practice, the two terms mean the same thing. Since Indonesia updated its immigration system in 2024, KITAS categories now follow standardized E-series visa codes rather than the older C-series (C312, C313, C314). KITAP is Indonesia’s permanent stay permit for foreigners. It is issued for five years and can be renewed indefinitely, as stated in Indonesia’s Immigration Law (Undang-Undang Keimigrasian, Chapter 5, Article 54). Once a foreign national holds a five-year KITAP and renews it, they receive an Unlimited KITAP. Holders of an Unlimited KITAP must report to the local immigration office every five years, though no fee applies to that reporting obligation. There are two meaningful updates to KITAP that took effect in late 2024. From December 17, 2024, KITAP automatically includes a Multiple Entry and Re-Entry Permit (MERP) valid for the same duration as the permit itself. Previously, foreigners had to apply for a separate MERP each time they wanted to travel abroad. That extra step is now gone. The second update involves identification: KITAP holders are entitled to obtain the e-KTP Orang Asing, a chip-based national ID card carrying an NIK (Nomor Induk Kependudukan). That NIK is required for tax registration, BPJS health insurance enrollment, and other administrative processes in Indonesia.
